MFBM-BARMM finishes, submits 2020 Bangsamoro Expenditure Program
COTABATO CITY - The Ministry of Finance, and Budget and Management (MFBM-BARMM) finished and presented the first FY 2020 Bangsamoro Expenditure Program (BEP) to the members of the Cabinet yesterday, November 14 at the Bajau Hall, Office of the Chief Minister, BARMM Compound, Cotabato City.
This was made possible through the continuous support of the Department of Budget and Management (DBM) Central Office and Region 12.
"With the short period time for preparation, the MFBM, with the help of DBM National and Region XII, have finished crafting the FY 2020 Bangsamoro Expenditure Program", Arch't. Eduard U. Guerra said.
"This is the first time that we prepared the budget. It was difficult but we have finished it with the best of our capabilities. We completed this document from zero-based budgeting," he added.
According to DBM, the zero-based budgeting (ZBB) approach is employed to evaluate key programs with significant funding provisions such as termination/cut of programs no longer delivering outcomes, need to hold funding for some programs pending removal of bottlenecks in project implementation and procurement, expansion of well performing programs to alleviate/mitigate critical gaps, need to pursue difficult state enterprise reforms, and tightening use of lump sum funds according to master plans and government priority needs.
The budget is expected to be deliberated by the members of the Bangsamoro Transition Authority (BTA) Parliament on its next Session for approval.
