LTO-12 explains highway inspection
KORONADAL CITY
- A ranking official of Land Transportation Office (LTO) in Region 12 today appealed
to the owners of private delivery trucks and their drivers to always bring with
them the vehicle Official Receipt (OR) or Certificate of Registration (CR).

Malambot, LTO 12 Regional Director, said to avoid apprehension by LTO traffic
enforcers, drivers or owners of these vehicles must also present receipt of
goods that they transport.
If the OR/CR
of private delivery trucks do not matched with the name of the company or
owners of goods that they are transporting, the initial finding is they are
colorum,” Malambut told DXOM FM Koronadal Thursday.
Owners of
apprehended vehicles who can proved that their travel are legal can still
contest the decision of LTO because in the implementation of Joint
Administrative Order (JAO) the LTFRB has the final say whether the impounded
vehicle is colorum or not.
Once the
LFTRB will decide that it is not colorum, and has no other violations, we will
release the trucks,”Malambut said.
Dante Lantin,
DOTC Assistant Secretary for Administration, said the JAO was enforced to help
reduced road accidents and fatalities.
Based on the
statistics of the Philippine National Police, the top three vehicles usually
involved in vehicular accidents in sequential order are automobiles, motorcycle
and trucks.
Most of the
trucks involved in accidents has no franchise, so if we could eradicate them,
we can effectively reduce road crashes or road accidents,” Lantin said.
A private
delivery truck hired by another company to transport their goods to any
destination is considered truck-for-hire and should seek franchise from LTFRB.
A group of
businessmen in South Cotabato who accused the LTO of apprehending their private
delivery trucks have sought assistance from South Cotabato propvicnial
government through a letter sent to the provincial board.
Board Member
Agustin Demaala, chair of the Transportation Committee of the Provincial Board,
said to address the issue, he plans to have a consultation dialogue with representatives
of the South Cotabato Chamber of Commerce and Industry, LTO, and LTFRB.
