MANILA, Oct. 16 (PNA) -- Due to shear line most parts of the country will experience cloudy skies with light to moderate rainshowers on Thursday, according to Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).Shear line is the rapid change in wind velocity or direction that creates cloudy skies and induce rains. In an interview, PAGASA weather forecaster Manney Mendoza said the Calabarzon (Cavite, Laguna, Batangas, Rizal and Quezon), Mimaropa (Mindoro, Marinduque, Romblon and Palawan), Bicol Region, Visayas and Caraga will experience cloudy skies with light to moderate rainshowers and thunderstorms. He added Cagayan Valley and Cordillera Administrative Region will have partly cloudy to cloudy skies with isolated light rains because of the presence of northeasterly windflow.Mendoza said Metro Manila and the rest of the country will be partly cloudy to cloudy with isolated rainshowers due to localized thunderstorms.Mendoza said the weather bureau continues to monitor the low pressure area (LPA) inside the country which has a slim chance to intensify into tropical cyclone. He said as of 4 a.m. the LPA was spotted some 150 km east of Surigao City (10.0?N, 127.0?E).Mendoza said the LPA is expected to dissipate due to interaction to landmass. He added the LPA has slim chance to intensify into tropical cyclone but the agency continues to monitor it.Once it develop into tropical depression inside the PAR it will be locally named Paeng , the 16th tropical cyclone to enter the country this year and the third for this month. In its advisory, PAGASA said moderate to strong winds blowing from the northeast to east will prevail over Luzon and coming from the northeast to north over Visayas. The coastal waters along these areas will be moderate to rough.Elsewhere, winds will be light to moderate coming from the northeast to northwest with slight to moderate seas. The weather bureau also issued a gale warning as the strong to gale force wind due to northeasterly windflow is affecting the northern and eastern seaboards of Northern Luzon. Fisherfolks and those using small seacrafts are advised not to venture out over the said seaboards , PAGASA warned. (PNA)JBP/CLTC
