COTABATO CITY - A mentally-deranged militiaman killed a kagawad and hurt a barangay chairman in a rampage on Monday afternoon in a polling site in Luksumbang in Lamitan City in Basilan.

The member of the Citizens Armed Forces Geographical Unit who went berserk, Euiliano Custodio Enrique, was subsequently neutralized by soldiers and policemen guarding the public school campus in Barangay Luksumbang for resisting arrest.

MANILA – Winning candidates in the Barangay and Sangguniang Kabataan Elections (BSKE) need not only have the highest number of votes but have to meet several requirements to be able to assume office, the Commission on Elections (Comelec) said on Monday.

“For all winners, there are three requirements before being seated. First proclamation to be carried out by the Comelec, then Oath of Office and third, assumption to office. After that, one can assume his/her position,” Comelec spokesperson John Rex Laudiangco said in a press briefing.

COTABATO CITY - Six people, among them a barangay chairman seeking reelection, were hurt in an attack by an alleged member of the Philippine Coast Guard who ran amok in the premises of a polling site in Tuburan, Basilan on Monday morning.

Local executives and officials of the Bangsamoro regional government who hails from Basilan, identified the suspect as Said Yunos Uyag, a resident of Barangay Lahi-Lahi in Tuburan.

The sources told reporters here that Uyag is known in Basilan as a member of the PCG.

COTABATO CITY  – A candidate for village chair in Lanao del Sur shot dead by rival who was his bother following an altercation inside the voting precinct in Butig, Lanao del Sur.

Lanao del Sur police provincial director Colonel Robert Daculan identified the victim as Madid Bao, a candidate for village chairman of Barangay Poktan.

Madid is the husband of the incumbent and last-termer village chairwoman Conaipa Bao.  He died while being transported to the Amai Pakpak Medical Center in Marawi City.

The shooting incident at about 7 a.m.

COTABATO CITY – Opening of voting precincts was delayed in most areas in Cotabato City and in Region 12. Voting for senior citizens and persons with disabilities was supposed to start at 5 a.m.

Delayed in the arrival of ballot boxes and teachers was the culprit, according to NDBC election coverage.

Entrances of voting centers in most areas of BARMM and Soccsksargen have been filled with voters queuing to elect village chairpersons and members of barangay council as well as Sangguniang Kabataan officials.

GEN. SANTOS CITY - The Police Regional Office 12 – Police Regional Office 12 under the leadership of Brig. Gen. Jimili Macaraeg, regional director, deployed 202 personnel to augment the police force in Maguindanao del Sur on October 28, 2023.

Lt. Colonel Peter Pinalgan Jr designated as contingent commander led the deployment of personnel coming from the different Provincial Police Offices, City Police Office and Regional Mobile Force Battalion 12.

COTABATO CITY  – Unidentified men set ablaze early today the school building in Barangay Rumirimbang, Barira, Maguindanao Norte, the Commission on Elections today said.

Quoting a report from Comelec-Maguindanao del Norte, Election Chair George Erwin Garcia has confirmed that men torched the Rumirimbang Elementary School in Barangay Rumirimbang, Barira at about 2 a.m. Saturday.

MANILA – The Commission on Elections (Comelec) on Friday warned candidates planning to provide libreng sakay (free rides) to the public on the Oct. 30 election day that they may be charged with vote-buying.

"Nakasanayan kasi natin iyong nagbibigay ng libreng sakay papunta sa eskwelahan, iyon din po mismo ay sana mapigilan din natin (We're so used to providing free rides going to schools [precincts], we should avoid that very actions)," Comelec Chairperson George Erwin Garcia said in a press briefing at the sidelines of Operation Baklas in Smokey Mountains, Tondo, Manila.
